A beast in prophecy represents a king, kingdom, nation, or political power. Even today we use animals to symbolize many countries. For example, the United States uses the Bald Eagle as their animal symbol. Russia uses the Bear, China uses the Giant Panda, Canada uses the Beaver, etc.
