Does God pre determine to save only a select few?

Answer
God doesn’t want any person to perish. Any person can respond to the call from God. But in the end, it will turn out that only a few will have chosen to respond to God’s call. Even so, Jesus said, “Strive to enter in”. (Luke 13:24) In other words, seek to be among the few that choose to follow God. God is fair. He doesn’t pre determine to save only a select few before they are even born and have a chance to make a choice.
The Bible teaches, "God our Savior, who wants all people to be saved and to come to a knowledge of the truth." 1 Timothy 2:3-4 NIV
