Point 4 says the Beast is guilty of blasphemy. What is blasphemy according to the Bible?

In our 4th identifying point, the Bible says the Beast would be guilty of blasphemey against God. What is blasphemy? The Bible gives two definitions for the word blasphemy: 1. For a man to assume the place of God, and, 2. For a man to claim the right to forgive sin. In the texts above, Jesus was accused of blasphemy two times; First, for being "a man and making himself God", and second, for claiming the right to "forgive sin" which is a perogative that belongs to God alone. For a man to claim either one of these rights, is called blaspemy according to the Bible. What the accusers refused to acknowlege was the fact that Jesus was God and did have the right to forgive sin.

Does the Roman Catholic Papacy fit point #4? Does the Pope claim to be in the place of God on earth and have the right to forgive man's sins?
