Answer

Jesus said that baptism of water and baptism of the Spirit are both necessary. Water is our part, Spirit is His part (see 1 Cor 12:11). When we decide to make a commitment to follow Jesus and to be baptized by water, God makes the decsion to give us the gifts of the Holy Spirit (also known as the baptism of the Holy Spirit). The Bible tells us to do our part and be baptized, then we shall receive the gift of the Holy Ghost.

The Bible tells us that baptism is like a marriage. Isaiah wrote, "For your maker is your husband; the Lord of host is His name" (Isaiah 54:5). When two people get married, one says, "I do", and the other says, "I do". Each person makes their decision individually. The same applies to baptism; We say "I do" by getting baptized with water. God says, "I do" by baptizing us with the Holy Spirit.
